Hagar USA is a global NGO dedicated to helping survivors of human trafficking, slavery, and abuse heal and rebuild their lives through a three-pronged approach of survivor care, community prevention, and system building.

Hagar USA provides sanctuary, counseling, legal support, education, and empowering jobs to survivors in seven countries throughout the Asia-Pacific region. Founded in 1994 in response to the prevalence of extreme domestic and community violence affecting women and children in post-civil war Cambodia, Hagar USA focuses restoration efforts specifically in the Asia-Pacific region because:

  • 60% of all human trafficking and modern slavery occurs in this region
  • These countries do not have built-in, governmental social support services like the U.S. and other first-world countries do.

Hagar USA is one of the largest providers of recovery and restoration services for human trafficking survivors worldwide. Their approach includes trauma-informed care, empowerment through education and job placement, legal/protective services, and community-based foster programming–which Hagar pioneered in Cambodia by creating the country’s first-ever foster home for trafficked, enslaved, and abused children in 2004.

Hagar’s programs ensure that survivors do not experience re-exploitation, while also providing legal advocacy and training to local authorities to uphold protective laws and better identify signs of trafficking. Hagar also operates the only boys and girls shelters for trafficking victims in Afghanistan and has pioneered and led community-based foster programming for 30 years in Cambodia (since 1996).

Unlike other organizations, Hagar offers comprehensive, long-term care that includes emotional, psychological, and economic support, making Hagar a leader in aftercare for survivors of human trafficking.
